India has said that Pakistan's use of terrorism as an instrument of state policy is a "central problem" and the global community must unequivocally condemn terrorism and its perpetrators.

The new violence flared up at several places along the Line of Control that divides the Himalayan territory of Kashmir between India and Pakistan.
