O'Rourke, a former El Paso city councilman who lost to Ted Cruz in the race for a Senate seat for Texas in November, was set to speak at Chalio Acosta Park at 6 p.m. MT.

El Paso had a murder rate of less than half the national average in 2005, a year before the most recent expansion of its border fence. In fact, "El Paso's violent crime rate dropped 62 percent from its peak in 1993 to 2007, a year before constriction on the fence began", the resolution states.

"Beto O'Rourke has returned to his hometown to protest President Trump but Texans know that physical barriers work", said RNC spokesperson Christiana Purves.

"We have a line that's very long already", he boasted to reporters during a White House meeting with Sheriffs to discuss border security. The talks stumbled on Monday over a Democratic proposal to reduce allotted spaces in immigration detention facilities for people facing deportation. "Now, immediately upon its building, with a powerful barrier in place, El Paso is one of the safest cities in our country".

While thousands of Central American migrants wait to enter the United States, a group of American pro-Trump activists linked arms as a human border wall between El Paso, Texas and Ciudad Juarez, Mexico on Saturday in a symbolic gesture supporting President Trump's push for a permanent border wall.

"Now it turns out not only don't they want to give us money for the wall, they don't want to give us the space to detain murderers, criminals, drug dealers, human smugglers", he said. "We were significantly low on crime to begin with and always have been".

But on Monday O'Rourke downplayed the impact his speech would have on a potential presidential campaign. "I'm following the community's lead tonight, no less, no more", he said on the call.

President Donald Trump is heading to El Paso, Texas, Monday night, where he will hold a rally and be interviewed by Fox News' Laura Ingraham.
