The results of the talks are likely to be included in the envisioned military agreement, which is expected to be officially adopted by President Moon Jae-in and his North Korean counterpart Kim Jong-un during their third summit slated to occur in Pyongyang from September 18-20. But nuclear diplomacy was later stalemated as USA officials demanded Kim take more significant steps before receiving concessions like a joint declaration to end the Korean War.

"The United States would want to have a solid roadmap, but the North has been avoiding it and instead unilaterally taking what it calls denuclearisation measures that fall far short of USA expectations", said Cho Tae-yong, a former South Korean deputy presidential national security advisor and nuclear negotiator.

North Korean leader Kim Jong Un, who wants the easing of worldwide economic sanctions to restore his nation's economy, has apparently been trying to obtain South Korean financial support or aid, foreign affairs experts say.

The move is a follow-up on an agreement that the leaders of the two Koreas reached in their April summit to run such an office on hopes that the office will serve as a communication channel to help facilitate inter-Korean cooperation on various fronts.

The report said Pyongyang did not suspend its nuclear and missile programs and that it was a violation of United Nations sanctions on export. After an earlier Pompeo visit, Pyongyang accused Washington of making "unilateral and gangster-like" demands on denuclearization and bristled at the idea that it must take significant steps toward dismantling its nuclear program before a peace treaty is signed or worldwide sanctions are lifted. But company executives say tough economic sanctions, effectively banning any business with the North, could make it tricky to go this time around. The fighting stopped with an armistice that has left the peninsula technically at war.

"North Korea is willing to denuclearize and therefore willing to discard existing nuclear weapons... and the U.S. is willing to end hostile relations with the North and provide security guarantees", Moon said.

The sanctions come at a time when the U.S.is maintaining pressure on the North Korean government in its negotiations to denuclearize the Korean Peninsula.
