Gina Haspel, President Donald Trump's nominee to lead the CIA, declared that the agency should not have undertaken its interrogation program in which al-Qaida detainees were tortured after the September 11 attacks - a condemnation she refused to make at her confirmation hearing last week. But by the time he released the statement, two key swing votes on the committee, Manchin and GOP moderate Senator Susan Collins of ME, had already announced they would vote for Haspel.

After Wednesday's closed-door committee vote, the full Senate will likely consider her confirmation next week.

"The United States must be an example to the rest of the world, and I support that", she said in her letter.

A redacted executive summary of a Senate Select Committee on Intelligence report, which was released in 2014, concluded that waterboarding and other enhanced interrogation techniques were ineffective. Mark Warner's decision strengthens the likelihood that she will be confirmed by the Senate in coming days.

Some democratic Senators have said they will support her nomination, while some republicans are opposed. But she added that the interrogation program "ultimately did damage to our officers and our standing in the world".

There are valid questions that have been raised regarding the Acting Director's record, and I have been frank with Ms. Haspel that I wish she had been more open with the American public during this process. Two red-state Democrats, Senators Joe Manchin and Joe Donnelly, already announced they will back her. "With the benefit of hindsight and my experience as a senior agency leader, the enhanced interrogation program is not one the CIA should have undertaken".
